§ 1.12. Composition of council; wards of the city.

  • (a)

    The city council shall be composed of five (5) councilmen, consisting of one (1) councilman who shall be elected by all of the qualified voters of the city, and four (4) other councilmen who shall reside within four (4) separate residential wards and be elected by all of the qualified voters residing within each such ward in accordance with Act 404, S. 430, Regular Session 1953 (Acts of Alabama 1953, p. 472), as amended.

    (b)

    Pursuant to the authority contained in § 45-8A-211 et. seq. of the Code of Alabama of 1975, the City Council of the City of Anniston does hereby establish within the city the following wards more particularly described as follows:

    (1)

    Ward 1. Ward 1 is hereby described as follows:

    Beginning at the intersection of U. S. Highway #431 and the present Anniston city limit line, said point also being on the centerline of the Norfolk Southern Corporation Railroad; thence northerly, easterly, and southerly along the present Anniston city limit line to its intersection with the centerline of Woodvalley Road: thence southerly along said centerline to the centerline of Choccolocco Road: thence westerly along said centerline to the centerline of Henry Road: thence northerly and westerly along said centerline to the centerline of Coleman Drive; thence southwesterly along said centerline to the centerline of 9th Street, thence westerly along said centerline to the centerline of Jefferson Avenue; thence southerly along said centerline to the centerline of Oak Street; thence westerly along said centerline to the centerline of Highland Avenue; thence northerly along said centerline to the centerline of 11th Street, thence westerly along said centerline to the centerline of Woodstock Ave.; thence northerly along said centerline to the centerline of East 15th Street, thence westerly along said centerline to the centerline of Quintard Avenue; thence northerly along said centerline to the centerline of East 21st Street; thence easterly along said centerline to the intersection of Christine Avenue where it becomes Blue Ridge Circle; thence continuing along said centerline of Blue Ridge Circle to the centerline of Woodland Avenue; thence southerly along said centerline of Woodland Avenue to the centerline of East 20th Street; thence easterly along said centerline to its termination; thence southerly along said street termination line to the centerline of Thomas Ave; thence northeasterly along said centerline to the easternmost end of said Thomas Avenue; thence in a northeasterly direction along an extension of the centerline of Thomas Avenue to the circumference line of the original circular City Limit line of the City of Anniston; thence in a northwesterly direction along the circumference line of the original circular city limit line of the City of Anniston to its intersection with McClellan Boulevard; thence northerly along McClellan Boulevard to a point adjacent to the southern property line of the Calhoun County Public Health Department; thence westerly and northerly along said property line to the centerline of F. A. Darden Drive, if extended; thence easterly along said centerline to the centerline of McClellan Boulevard; thence northerly along said centerline to the centerline of U.S. Highway #431; thence northwesterly along said centerline to the, point of beginning; less and except any property or portion thereof not within the corporate boundary of the City of Anniston.

    Ward 2. Ward 2 is hereby described as follows:

    Beginning at the intersection of U. S. Highway #431 and the present Anniston city limit line: thence southwesterly along said centerline to the centerline of McClellan Boulevard; thence south along said centerline to the centerline of E. A. Darden Drive; thence westerly along said centerline to a point adjacent to the west property line of the Calhoun County Public Health Department. if extended: thence southerly and easterly along said property line to the centerline of McClellan Boulevard; thence southerly along said centerline, also known as Quintard Avenue to the intersection of said centerline with the circumference line of the original circular city limit line of the City of Anniston; thence in a southeasterly direction along said circumference line to the intersection of an extension of the centerline of Thomas Avenue; thence in a southeasterly direction along the extension of the centerline of Thomas Avenue to the easternmost end of Thomas Avenue; thence continuing in a southwesterly direction along the centerline of Thomas Avenue to an extension of the terminal line of Thomas Avenue; thence in a northerly direction along an extension of the terminal line of East 20th Street to the centerline of said East 20th Street; thence westerly along said centerline of East 20th Street to the centerline of Woodland Avenue; thence in a northerly direction along said centerline to the centerline of Blue Ridge Drive; thence in a westerly direction along said centerline (becoming East 21st. Street); thence continuing along said centerline of East 21st Street to the centerline of Quintard Avenue; thence southerly along the centerline of Quintard Avenue to the centerline of 18th Street, thence west along said centerline to the centerline of the Norfolk Southern Corporation Railroad, thence southerly along said centerline to the centerline of 15"' Street; thence west along said centerline to the centerline of Pine Avenue: thence south along said centerline to the centerline of 12th Street; thence west along said centerline to the centerline of Cobb Avenue; thence north along said centerline to the centerline of 14th Street; thence cast along said centerline to the centerline of Cooper Avenue; thence north along said centerline to the centerline of 16th Street: thence westerly along said centerline to the centerline of the L & N Railroad; thence southwesterly along, said centerline to its intersection with the present Anniston city limit line; thence in a northerly and easterly direction along said Anniston city limit line to the point of beginning, less and except any property or portion thereof not within the corporate boundary of the City of Anniston.

    Ward 3. Ward 3 is hereby described as follows:

    Beginning at the intersection of the present Anniston city limit line with the centerline of the L&N Railroad, said point being southwest of 13th Street: thence northeasterly along the centerline of said L&N Railroad to the centerline of 16th Street; thence easterly along said centerline to the centerline of Cooper Avenue; thence south along said centerline to the centerline of 14th Street; thence west along said centerline to the centerline of Cobb Avenue: thence south along said centerline to the centerline of 12th Street; thence east along said centerline to the centerline of Pine Avenue; thence north along said centerline to the centerline of 15th Street: thence east along said centerline to the centerline of the abandoned Norfolk Southern Corporation Railroad, thence northerly along said centerline to the centerline of 18th Street; thence east along said centerline to the centerline of Quintard Avenue; thence south along said centerline to the centerline of 15th Street; thence westerly along the centerline of East 15th Street to the centerline of Woodstock Avenue; thence south along the centerline of Woodstock Avenue to the centerline of East 11th Street; thence east along said centerline to the centerline of Highland Avenue; thence south along said centerline to the centerline of Orchard Street, thence west along said centerline to the centerline of Keith Avenue; thence south along the centerline of Keith Avenue, to the intersection of the centerline of the first alley north of "A" Street, if extended, thence west along said centerline to a point adjacent with the rear property line of the lots along the east side of Grant Avenue, if extended; thence south along said centerline to the centerline of Sunset Drive; thence east along said centerline to the centerline of Fairway Heights: thence southerly along said centerline to the centerline of Sleeping Giant Road thence southeasterly along said centerline to the centerline of Greenbrier-Dear Road thence southeasterly along said centerline to true centerline: of Hillyer Robinson Industrial Parkway; thence southerly along said centerline to its intersection with the present Anniston city limit line; thence in a generally northwest direction along said city limit line to the point of beginning less and except any property or portion thereof not within the corporate boundary of the City of Anniston.

    Ward 4. Ward 4 is hereby described as follows:

    Beginning at the intersection of the centerline of Hillyer Robinson Industrial Parkway and the present Anniston city limit line. thence northerly along said centerline to the centerline of Greenbrier-Dear Road, thence westerly along said centerline to the centerline of Sleeping Giant Road; thence northeasterly along said centerline to the centerline of Fairway Heights; thence northerly along said centerline to the centerline of Sunset Drive; thence easterly along the centerline of Sunset Drive to a point adjacent with the rear lot line of the lots along the east side of Grant Avenue; thence northerly along said rear lot line to the centerline of the first alley north of "A" Street; thence easterly along said centerline to the centerline of Keith Avenue, if extended; thence north along said centerline to the centerline of Orchard Street; thence east along said centerline to the centerline of Highland Avenue; thence north along said centerline to the centerline of Oak Street; thence east along said centerline to the centerline of Jefferson Avenue: thence north along said centerline to the centerline of east 9th Street; thence east along said centerline to the centerline of Coleman Drive: thence northeasterly along said centerline to the centerline of Henry Road: thence easterly and southerly along said centerline to the centerline of Choccolocco Road; thence east along said centerline to its intersection with the present Anniston city limit line: thence in a southerly and westerly direction along said city limit line to the point of beginning; less and except any property or portion thereof' not within the corporate boundary of the City of Anniston.
